Abstract This paper introduces the basic principle of power system reliability and the basic situation of statistical data of China?蒺s Power Reliability Management Center over the past 10-plus years,proposes a specific principle for definition of duplicate supply from the same power grid,tries to determine the power supply scheme for second class load according to the “comprehensive comparison of power supply costs and losses caused by power disruption”[1],discusses the possibility of power supply reliability insurance for users,puts forward some suggestions on improvement of the design of the first class load and second class load power distribution systems for user side,and stresses that the design of the power distribution system shall comply with the N-1 criterion under the premise of fire prevention and personal safety.

摘 要 介绍电力系统可靠性的基本原理和我国电力可靠性管理中心十几年来数据统计的基本情况,对来自同一电网的双重电源提出具体的界定原则,尝试“根据供电费用及供配电系统停电几率所带来的停电损失等综合比较■”[1] 来确定二级负荷的供电方案,探讨用户供电可靠性保险的可能性,对用户端一二级负荷供配电系统的设计方案提出一些改进意见,强调在消防、人身安全等重要场合下供配电系统的设计应遵循 N - 1 准则。
