    Abstract This paper describes the IEC standard?蒺s focusing on the risk of two faults which occur simultaneously in low-voltage electrical equipment and the understanding of the two independent protective measures，and stresses the importance of correct understanding and implementation of the IEC standards to ensure personal and property safety.
